The way you described your issue was on the PayPal website. So there should be an issue with PayPal or your PayPal account and unfortunately we cannot assist there.

Hello, You need to fix your PayPal account issues before you can purchase ViP.

If it’s still detected Then either something is wrong with how people Are implementing it, or something wrong with the server, or Tencent patched it.

Be sure you're following Step 1. Install this certificate and trust it when asked by iOS (if you have previous certificates installed, uninstall them first before installing this).

I have not tried that, but it could potentially work.
