No, I don't see a way to fix this apart from restoring. You are jailbroken, but without Cydia and tweaks from it, it's useless. Can you at least see if OpenSSH is installed by connecting to the device via PuTTy?

Cydia does not appear on your SpringBoard? If that's the case, you can try hard rebooting by holding home + power button for 8 seconds. If Cydia still doesn't appear, you might need to restore completely, jailbreak then restore from a backup you made.
