I don't think there's a file manager that does this currently. But you can try iExplorer, DiskAid, iTools (1.8 or v3), iFunBox Classic and some others. Check Tools section.

Yes

You need to extract the SDK archive using iFile.

Download and update using iTunes. You don't need to get IPSW's from elsewhere. iTunes will detect your device and download the correct one for you.
