What did you install?

Run 'uicache' command in Terminal. If you don't know how, install EasySpring from Cydia and then you should have the option to clear cache.

If the developers have added an offline mode then yes, if not then there's not a lot you can do. If an app requires wifi, you can bypass this to be able to play on 3G using 3GUnrestrictor from Kim Streich.
