If you're looking for a Jailbreak or staying as close as possible to one, you always stay on the lowest iOS version which you can. If iOS 9 Jailbreak is released, you can upgrade and Jailbreak but if iOS 8.4.1 Jailbreak is released then you probably won't be able to downgrade then since Apple has stopped signing that iOS version.
