Hello, iTunes restore is the only way for now. But your issue might get solved if you boot into Safe Mode. Tried that? Then you can use Cydia Impactor which can restore your iDevice without upgrading iOS versions.

Apple itself without being Jailbroken does not give you any options to download files from the internet. Why would they accept an app on the App Store that shows a progress bar of a download if you cannot download in the first place? Like Micky stated, there are 3rd party browsers that may help you or Jailbreak tweaks such as Safari Downloader +, Safari Download Manager etc. But there is no tweak to show download progress in Notification Center.
