A few users have reported this actually. Including me. I think it's the Jailbreak or a tweak. Try going into Safe mode and download from there. If it doesn't help, try a VPN.

Servers are probably down. It might fix itself after a few hours, days or weeks.

Take a look at some DIY Cheats and see how some apps are hacked via Flex to get a better understanding of what it can do.
