I think it slowly died over time as they no longer had apps on the App Store so there was only existing users. Try just search for "Get Instagram Followers" on the App Store and try out those apps, some might be not as effective as others so you gotta try them out.

You can use a backgrounder tweak that will run apps in the background as if they are running with you looking at them. Because the old one I used to use is outdated (Watchdog) for iOS 12 you can use 'BackgrounderAction for CCSupport' from 'https://akusio.github.io/'. You will need to enable the backgrounder tweak then click Go to App Store then the message won't reappear upon entering the application again. Alternatively if you know how to use Flex you can search for "Update Alert" or "Did Enter Background" or "AppDelegate".
