Install an emulator on your PC and get the ISO. I don't know if there is a PE3 emulator though.

You cannot install a .DEB file on a Non-Jailbroken iDevice.

Find some testers first. It might be just your device or the thinned binary (who knows?). This way won't really help against leeching..
