I can help you via Teamviewer on your PC if you still can't make it work.

I can't tell you that but when you download it using Safari, you should get the "Open in iFile..." option. Choose that and then tap on installer from the popup.

Just install the .deb via iFile & reboot then it should be in your settings.

I'm on iOS 8 also. Try installing a tweak from Cydia which adds a settings pane on your settings and maybe the Cheat appears also.

It's supposed to be there. Reinstall, respring or reboot.
