You cannot unban accounts locally. Account data is stored on their servers, in order to unban your account, you would need to hack their servers and alter the data.

You should probably uninstall Cydia Substrate first so it removes all your tweaks, then reinstall Cydia Substrate and install the hack. Don't forget to install PreferenceLoader also.

Reinstall Cydia Substrate. You have it installed, but it's not configured properly.

Make sure you turned the hack on. Reinstall if necessary.
