This error means the binary only has one portion and it cannot be thinned. If you're on iOS 9, you need to download the IPA using iTunes then crack it then thin th binary.

Easiest way is to modify the binary and upload it back to the IPA to resign then install.

It's possible but you cannot install the .deb file itself, the .dylib and preferences, yes. The dylib must be rebuilt for it to work on Non-JB devices so it's not something everyone can do in the beginning.
