    Tried Safe Mode? Tried ldid -S BinaryName twice then rebooting?

    You'll need Cydia Impactor - the tweak to remove Cydia. But I'm unsure if it works on the latest iOS so I would highly recommend a computer with iTunes so you can Jailbreak after also. @@itzkrisbro Before you do anything, see if you can reinstall "UIKit Tools" from Cydia.
