9.3.5 didn't have a JB. And some devices like 4S don't have support for iOS 10. In order to use Coolbooter or other downgrade tools, we need iOS 9.3.5 JB so we can restore anytime. This was released today and let's 4S and iPad (3 I believe) get a permanent jailbreak
