You can try using Apps Manager from Cydia to unban your device. I don't think you can unban your account unless you contact their support.

Why can’t that someone make a Help topic?

You must have done something to your Jailbreak as these issues do not come out of nowhere. You can try running Delectra to completely femove Eectra Jailbreak so you can re-Jailbreak again afterwards. https://github.com/KirovAir/delectra

Install the cydia.deb manually in SSH using "dpkg -i cydia_xxxx_xx.deb" then respring or reboot.
