Those folders no longer exist on Electra1131. Even if they do, you do not need them. Please follow the topic. .deb hacks are just hacks, you need to have the app installed from the App Store yourself. Are you re-jailbreaking? Try visiting cydia:// in Safari. Make a new support topic regarding your issue as it is not related to this topic.
