Hello, I'm unaware if that is possible, but iOSGods App+ supports push notifications. A paid Apple ID to use with Sideloadly may also support them. -

This does sound like a Cydia Tweak may be interfering. Perhaps try to add it during Safe Mode? Also, what is your iOS version?
