Connection refused means no OpenSSH was installed. Just restore back to factory, restore from your backup you made before Jailbreaking and then Jailbreak using Pangu.

You don't have the terminal icon on your springboard? I believe OpenSSH is installed now so you can use PuTTy and run the command.
