Connection refused means no OpenSSH was installed. Just restore back to factory, restore from your backup you made before Jailbreaking and then Jailbreak using Pangu.

You don't have the terminal icon on your springboard? I believe OpenSSH is installed now so you can use PuTTy and run the command. 1. Not possible. 2. There already is one We're trying to keep the sections count low so users can make their way around the forum. Too many section would just confuse newbies.
