Uninstall them all. Or just uninstall Cydia Substrate and test iFile/Filza. Then re-install one by one.

If it works while in Safe Mode, then there's obviously something not working well in normal mode. It's usually the tweaks since Safe Mode disables them all.

It unbans your device, not your account.
