I think there's Cydia tweaks which gives you this option. Not sure which though. BatteryLife is what I know of so far and BatteryDoctorPro which I'm unsure whether it works on iOS 8.

They kinda all do actually. You just need to find and uninstall the ones who are running in the background continuously.

Being removed from an alliance and resetting your medals is how you get banned in DomiNations because that's the whole point of the game. Gaining medals and playing with friends. You will not be able to join alliances anymore (and I think you cannot gain any medals). You will need to reset your account using the tutorials in Tutorials section.

Try uninstalling xCon. Also, boot into safe mode and see if the problem still exists there.
