Hello, Yes, the hack does require Jailbreak and since you're on iOS 9, you cannot use it currently.

Hard reboot = Hold Home + Power button for 8 seconds. I've had the same problem as you have right now and installing AppCake or any other apps which appear on SpringBoard made all the others appear.

Try installing something like AppCake from Cydia.

Reboot and see if the Terminal icons appear on your screen.

Try reinstalling? MobileTerminal should do the trick also.

Open iOS Terminal and type in the command in red. Backup your device and your original bluetooth and Wi-Fi address. Write them down.
