Try installing something like AppCake from Cydia.

Reboot and see if the Terminal icons appear on your screen.

Try this: Install EasySpring 2, set an activator gesture and then there's an option to clear uic.

Try reinstalling? MobileTerminal should do the trick also.

Settings - General - About - Scroll down

Open iOS Terminal and type in the command in red. Backup your device and your original bluetooth and Wi-Fi address. Write them down.

A terminal from Cydia. Such as MobileTerminal or iOS Terminal. Be careful though. That method could leave your device bricked.
