I don't think anyone can mod your account for you but if you can find a Jailbroken device, use the DIY method or the .deb hack to mod your own account. If the account syncs to Android also, you can use an Emulator.

The author needs to update the tweak for iOS 9.

You should restore to 9.3.3 again and rejailbreak. Download 9.3.3 IPSW from ipsw.me and SHIFT + click restore on iTunes.

I don't know any spoofers working on iOS 9 unless you change system files but that can be dangerous. You can still try changing your systemversion plist since 9.3.3 is still being signed. I'm interested in this also.

Go to ipsw.me, download 9.3.3, open iTunes, hold SHIFT and click on Restore and then select the 9.3.3 IPSW you previously downloaded. The restore will begin. Backup first of course.
