I think it's an issue with Apple's servers since even using Internet Download Manger it's going up and down in speed but it's able to download it. Now the speed has been quite stable:

I forgot to install it after formatting. It's faster but still not as fast as it should be with my current internet speed.

It has to be Apple's servers. Probably too many users downloading at the same time.

Disabled my antivirus and it's downloading now but it's going slow.

I tried updating my iPhone 4s to iOS 9 since it came out and it's the second time I get this error: There was a problem downloading the software for the iPhone "iPhone Name Here". An unknown error occurred (9006). Make sure your network settings are correct and your network connection is active, or try again later. It starts downloading up to 1 MB then the hours remaining start increasing until that error comes up. Could it be the Apple servers having issue from all the users downloading or is it my network?
