Yeah, iOS doesn't have that. SBGameHacker on iOS used to, but it got discontinued.

If the Game Syncs via Game Center or iCloud, yeah. If it doesn't, try copying over your Documents & Library. If that doesn't work, contact EA and ask them to transfer.

Uninstall and reinstall Cydia Substrate. You shouldn't have the CSR 2 hack.

By "obtained" you mean stole/found? You should return it to the owner, it's like a brick now. You can remove the activation, but that's pricey.
