You can try Xamarin. Other than that, there's not much. VMWare-ing a Mac works also. -

Erasing All Content using Settings causes issues on Jailbroken iDevices. Maybe your Cydia is installed, it just won't appear? Have you tried going to this URL: cydia:// -

Nowhere in the topic does it say that the hack has settings to configure.

Uninstall tsProtector if you have it.

Try iOS 9.3 SDK and extract it using iFile. Make sure you have necessary headers in your /theos/include folder also.

Have you added SpringBoard to your bundle id?

It's not that easy and I don't think it's free either. Usually costs ~100$
