Errrrrrrr.... Okaay. I think I had a similar issue to yours, but on another iOS version. I guess you can use Cydia Eraser also to restore without updating as a final solution.

What happens if you reinstall the app? Uninstall then install it without updating it?

A simple fix for these kind of issues is to create a new Windows User Account and use Cydia Impactor from the newly created account.
