iCleaner would likely not be possible, at least not to the fullest extent of the current Jailbroken one. The amount of repos is normal on Electra. I don't understand what your issue is?

Your BigBoss repo is there. Can you not refresh it?

I believe so by installing SemiRestore lite from Electra's repo in Cydia.
