I would suggest a rootFS restore then update via iTunes or OTA. Then Jailbreak with CheckRa1n. It supports iOS 12.3 to 13.2.2 currently.

With the release of the amazing CheckRa1n Jailbreak, I'm sure most of you are wondering what works and what doesn't, is it worth to upgrade, etc. In this topic I would like to state that most of the Tweaks made by our members are currently confirmed working on iOS 13.x.x Jailbroken with CheckRa1n.
