It seems like your Jailbreak is "broken" seeing as your Cydia is stating there are a few missing files. Are you able to install other apps/tweaks? You could try restore rootFS to remove your Jailbreak then Jailbreak again.

If the issue still persists, make sure your card has enough funds. The ViP prices are in USD.
