No, no. Create it in the root of your project folder. Easiest way is to make a project using theos then typing "make" in terminal so theos builds the dylib and creates a new folder named "_" cd into that folder and add the postinst and preinst scripts in there. Also add the /usr/bin/lipoARM64. Then build the package using dpkg and it should work
