Your download speed should be ~350 KBps/ The download speed of an IPA depends on where the file is hosted. The file host can limit your download speed which forces you to go premium in order to download at full speed. See if you can find another file host with Modern Combat 4.

There is no Binary file inside the .deb. I'm guessing lipoARM64 doesn't support iOS 7 or maybe I used an outdated version because I think it was updated for both 7 & 8.
