Well, the team behind the Pangu Jailbreak has also released a new afc2add on their repo which supports iOS 7.1.x perfectly. Whoever has an iPad can hack this because it's an iPad only app. I'm guessing LocalIAPStore should work with this.

Just tried it. Mine works fine. Placed it in Cydia AutoInstall and rebooted.

Did you restart? Try setting permissions to 777 on the .app folder.
