Not sure hor much an iPhone 3GS can do in 2014 except make calls and sms but if you want it fixed, maybe Apple will help with the hardware stuff?

I'm about to go sleep right now but if you want, I can TeamViewer your PC and mirror the iPad's screen onto the PC and see what's going on with PreferenceLoader. I can't really say why it's not working for you like this...

So you installed PreferenceLoader & installed something link LocalIAPStore and still nothing in your settings?

Still no tweaks appearing in settings?

I'm not sure what the problem could be but restoring will solve everything software related. Starting fresh without a restore from backup is a plus also!
