If your App Store is in your Country and a Credit Card option is available then it must accept it. Apple will be able to help you out more if you call them or live chat.

Can you check your Debit Card to see if Apple has deducted anything from it? Also try contacting them: https://getsupport.apple.com/Issues.action

Are all your submitted information correct? I think you also need some money on the card for iTunes to verify it. Not sure.

Does your iTunes account information match the information on your Credit Card? I suggest you contact Apple about this because we won't be able to do much.
