The switch for the hack is in settings. Enable it from there and then try buying.

I have this too. I think LocalIAPStore may conflict with any other IAPCrackers so try uninstalling them. Also, I noticed that when the game crashes and you click the Cancel button ASAP, the gems get purchased. The 100 gems package only for me though.
