Semi-restore removes all Cydia Tweaks and iPhone apps but keeps the Jailbreak itself but it requires OpenSSH installed. Right now, it looks like you've run semi-restore but removed every jailbreak app/tweak.

You shouldn't of rebooted with that file left blank. Did you have OpenSSH installed before getting stuck at boot? How about trying Safe Mode?

He was Jailbroken and everything was going good but then he reset all settings and now every Jailbreak tweak/app is gone but the phone is still Jailbroken. Resetting all settings should actually put you in a boot loop but it didn't in this case
