You shouldn't have this issue a lot if you're using iPhone 5 but if you do then it's probably due to too many tweaks or something else running in the background.

The only reason for it to get stuck on searching is either because you have something which is affecting iGG or you have not purchased iGG. Try iGameGuardian while in Safe Mode, if it still doesn't work, contact the developer as he'll be able to assist you with this issue you're having.

What does that error actually read?

Apple can refund your in-game purchases from what I know. Ask them to unban your account and tell them that I have wasted too much money and time on this game.

Uninstall any tweaks or flex patches related to iGameGuardian.

Filza works with IPAInstaller.
