I can't tell you that but when you download it using Safari, you should get the "Open in iFile..." option. Choose that and then tap on installer from the popup.

Just install the .deb via iFile & reboot then it should be in your settings.

I'm on iOS 8 also. Try installing a tweak from Cydia which adds a settings pane on your settings and maybe the Cheat appears also.

That's a problem caused by something else you may have installed. The hack only affects the settings of your iDevice and the Monkey City app. You can try uninstalling it.
