Download from iTunes on your Computer.

On iOS 9, you need to download the IPA either from iTunes or cracked from somewhere else so you can have both portions of the binary to be able to thin/crack it (if necessary) and load it in IDA.

You *must* get it from your PC. Or a cracked app from somewhere else. If you download from the App Store on your iDevice and you're on iOS 9, your binary will come sliced.

iTunes on PC? Did you install it also? You can install it using iFunBox.
