Try Filza? iFile stores the debs and downloaded files in this location: /var/mobile/Library/Application Support/Containers/eu.heinelt.ifile

This isn't any different from emu4ios or those "semi-jb" sites out there. It's not like what Cydia gives you.

Hey, You can't download anything from Safari when you're non-jailbroken. Unless it's images and I think some other files that TeamViewer can open? Not sure if that's just a JB thing. Look in the app store for browsers that can download.

I have noticed something that this method works, but on some *special* games, it doesn't. Not sure if the conditions are different or they require something special rather than just importing then restoring. Maybe reinstall the game fresh open/don't open, backup on iTunes and restore files. Or delete the files before importing. Or maybe the hacks are patched.

Seems like a service on your computer couldn't start?
