Just download it from the App Store? It should be supported or at least it should download a version for your iOS version. My friend has it installed on his 3GS.

Check /Library/MobileSubstrate/DynamicLibraries/ See if you have a weird .dylib there. iCat maybe?

There's no point in making skin changes since we're going to be forced to upgrade to IPB4 soon.

You still can't download and do you get asked for password all the time? Don't reset settings if you're Jailbroken.

Do you get an error or something? Give us a bit more information.
