This is correct. For now please use the JIT version of the hacks. You can now use Jailbroken (.deb) Mod Menu cheats on a Non-Jailbroken iOS device! -

If the IPA is big then it may be normal. Your PC depends on how fast it can sign it too. Try running as an administrator. Might help.
