i m not sure for present cases but yeah solved same problem in 2014 for a friend itunes doesnt allow it but other tools helped and device was restored to factory setting, maybe apple updated the procedure now still worth giving a shot

You know how to enter DFU mode ? once you do that try itunes to download new firmware but i m pretty sure it wont work but there are alternatives that overrides that check and would format your device and download and update your device to latest ios Try itools a friend faced similar problem few years ago
