I re-downloaded the substrate downgrade provided by schmoo in this thread and installed it, then re-dl'd the tweak and installed it. After each of those installs I respring'd. Then it worked when I turned it on. However I must say the downside to this hack is the energy is given to both npc and ourselves so the enemy kills me fairly easily so not really worth it in this state imo.

I'm a dummy and got it to work. Sorry schmoo! anyhow, it looks like the enemy also get 900 energy which make them hard to beat lol
