as far as i know about this app, it is server sided and cant be hacked.

you can get the IPA of the app and modify the MinimumOSVersion by opening the Info.plist in the .app folder of the IPA file.

well coz the app you are downloading requires iOS 7. in simple words, the app are too new for your old iPod 4
