If it doesn't open it means you are not jailbroken. To re-jailbreak simply open the Electra jailbreak app and click "Jailbreak", then wait to enter the jailbroken state. You will need to 're-jailbreak' whenever you reboot your device as it is a semi-tethered jailbreak. Happy Jailbreaking!

Get something like Cydia Eraser or whatever is best, you can just look what is the best way to restore a jailbroken device.

I think they mean they cannot enable the hacks offline or cannot play the game without connecting to the internet while the hack is installed.

It might not work anymore itself, maybe you can find something elsewhere newer for iOS 10.3.

If you go to the Installed tab in Cydia it should remove them, you can also remove them from where you installed them too usually in /var/mobile/documents/
