Some apps have simple coding where it can detect in-app purchase cheats after a 1 time usage. It will read your localIAPStore dylib or any in-app cheat and lock your game's ID from purchasing anything. For Tap Titans 2, re-installing the game would let you buy anything for free once again since your game's ID changes. If you can't disable the cheat-check with flex, you'll have to play around with IDA and remove the check.
