It's the same issue as mine when I was experimenting with Blitz. Never tried fixing it, but install Rasticrac v3.2.9 if you don't have it.

Downgrade your Cydia Substrate to v0.9.6011. It should work properly then. If you don't know how to downgrade, just go to the package > Modify > Downgrade > Select the version you want. In this case, v0.9.6011.
