So Jailbreaking isn't very hot lately, and is having a lot of issues. Wouldn't be surprised if Sinful shut their doors after so many years. But they could just be having server issues. Seems like even the repo domain is down.

Does reinstalling Cydia Substrate help here?

I believe this is a common issue with the new Jailbreak. And some have mentioned rpetri.ch repo for some reason.
